does an eq have to be wired through an amp for sound to come out it?

depends. most EQ's do not have the ability to power speakers, they feed amplifiers with RCA cables.
some booster EQ's do have a small amp and can power speakers.
what one do you have?

clarion not sure on the model #. its small so i wouldnt expect it to have a small amp on it.

most likely you need an amp. it goes between the head unit and the amp.
