It also depends.  Some tweets are 6 ohms or 8 ohms.
I have both passive and active speakers in my cars. I prefer the Active setups. Makes tuning SO much easier. But the passive's don't take up as much amp power.
And you don't lose a ton of power unless you run some weird crossovers. My PG Ti Elite and Alpine F#1 both took some serious power and sapped it off. My KP2's? Almost none.
