Chassis Grounding Problems !!

I've had problems with the ground to my amp. I'm getting around 1.5 ohms resistance from the ground point to the negative battery terminal. I don't know what the problem is. Any suggestions?

did you sand it down to bare metal? did you upgrade the engine and battery grounds (big 3)? is it on the car floor and not a side panel?
